Developer submits plan to build 120 new homes in Buxton

A new housing estate with 120 homes could be built on the outskirts of Buxton - although this would go against the borough's local plan.

Persimmon Homes, which is behind the proposal, has submitted plans to High Peak Borough Council for 120 new houses, of which 30 per cent (36 homes) will be affordable; the others will be a mix of predominantly two-storey detached, semi-detached and terraced properties between two and four bedrooms, each with parking and a private garden.

Last year the developer held a consultation event to gauge public feeling and was met with a backlash from local residents, who did not want green fields built on and were worried about access to the site on Leek Road during winter months.

In a report submitted to the council, Persimmon Homes state: “It is acknowledged that the application site is not allocated for housing, sitting outside of the built-up area defined within planning policy.

“However, the proposed development is sustainable in nature and will contribute towards meeting High Peak Borough Council’s five-year housing land supply and identified housing need.

“Moreover, the proposals accord with the criteria of Local Plan Policy which allows for sustainable sites to come forward for development irrespective of the five-year housing land supply position.”

Commenting on the plans, the Peak District National Park Authority said it would like to see a gentle flow from built area to natural area, rather than hard boundaries.

The authority said: “We have no outright objection to the prospect of some development on this site.

“If these types of measures are included, it gives confidence to our members that we are helping constituent authorities without sacrificing the setting of the national park to high density housing estates.”

If the plans are given the green light Persimmon Homes will make a £473,763.39 financial contribution to education facilities in the area.

Working with Derbyshire County Council, three primary places would be provided at Burbage School at a cost of £34,197.03; £309,171.06 would go towards 18 secondary school places to at Buxton Community School; and £130,395.30 towards seven post-16 school places to be provided at Buxton Community School.

Should the plans be approved, a section of the A54 Macclesfield Road would be realigned with the introduction of a new priority controlled A53 Leek Road/A54 Macclesfield Road junction.
